In a strange turn of events 95% of a 9.1 billion dollar audit is unaccounted for. The money which is supposed to be used for the Iraqi reconstruction has seemingly disappeared. So far the blame is being aimed at the Department of Defense (DoD) by the Inspector General for Iraq Reconstruction by saying that it was "weaknesses in DoD's financial and management controls".
